This is an edited version of a report on research commissioned by the New South Wales (NSW) Board of Vocational Education and Training on current trends in apprenticeship and traineeship training in NSW. The purpose of the project was to analyse trends in NSW apprenticeship and traineeship training and develop recommendations for improvement in this training, with reference to access, participation and completion rates, the quality and flexibility of training, and the meeting of skill shortages.

The primary objective of the project underpinning this report has been to assess the value of currently held assumptions about the effects of globalisation on economic life in general and working life in particular, especially as they impact on the field of vocational education and training (VET). Two questions have been addressed. The first asks how the industry training market actually operates in contemporary Australia, and the second asks how well it meets the needs of employers dealing with the challenges of globalisation. The project focused very precisely on how the processes of closer international economic integration have worked themselves out in two industries, one traditional (metals and engineering) and the other new (information technology). The Evaluation and Investigations Programme (EIP) of the Department of Employment, Education, Training and Youth Affairs (DEETYA) funded this project which was undertaken to look at issues of work organisation in higher education, in particular the perceived, actual and possible distinctions which exist or might exist between academic work and non-academic work, and possible lines of convergence between the two. This report of the project contains a literature review, a series of interviews with key stakeholders and three case studies identified from the interviews, and which were considered to be representatives of work units where forms of work organisation had altered or blurred the distinction between academic and general staff work or where ‘anomalous’ types of work were believed to occur.
